Will posted about this a while back and I read it then and thought it was both 'rocking' and 'metal.' I refrained, however, from throwing the goat on account of it being merely a report on a proclamation and not the actual proclamation. I agree with the SMC on their proposed rule of thumb.

If your head is neither banging nor thrashing, you should not be throwing the sign...It's that simple.
